Dear Safeway, we are asking, pleading, begging you to do a better job of keeping track of your shopping carts. Your carts are routinely dumped around our Ballard neighborhood. They are unsightly and tend to attract trash and other debris. A common spot for the abandoned carts is the Republic Parking lots at 2032 NW 56th St. (#105) and 2031 NW 57th St. (#139) where there are currently 9 abandoned carts. Please be a good neighbor and help us keep Ballard clean.

Urban Rest Stop Meeting Tonight

Car Prowler near 62nd and 14th

We just received this. Could be the same prowler the van-dweller wrote about last week.

We woke up on Monday morning, November 8, 2010 to find that all three of our vehicles had been broken into! The thief(s) were well trained and used a jimmy to open the doors. They didn’t even close the doors, probably so that they did not make any noise. In talking to the neighbors, we’ve concluded the theft occurred sometime between 3-5 am. This is the 5th incident of car theft on our block in less than 6 months. Ridiculous. We live near 62nd, a few blocks from 14th ave NW, which we hear about the people camping in their cars there and then ‘scoping’ out the neighborhoods at night looking for the perfect situation. Just a heads up if you’re in that area. Lock your cars and set any alarms you may have.

Report of trash thrown at Van

Below is an account of an incident from a van-dweller:

On Friday, Nov. 5, at around 10am, a van-dweller (me) observed a yuppie driving a convertible, in excess of the speed limit, who threw an entire grocery bag full of beer bottles from the car. The bag landed on the side of the road near the van-dweller's vehicle, sending bottles rolling in all directions. Van-dwellers get really annoyed when residents litter near their vehicles, because everyone assumes that we are the ones who made the mess. The van-dweller picked up the litter and deposited it in a nearby trash can. The van-dweller was particularly impressed that this happened at 10am on a weekday morning. Don't you people ever work?

We thank the van-dweller for picking up the mess and If anyone saw this happen please contact the authorities with a description and license plate number of the vehicle.

Crime Against Vehicle Dwellers an Issue

There has been much debate regarding vehicle dwellers here in Ballard. That being said we received this concerning message from someone who lives in their vehicle and has had issues with crime.

Two van-dwellers have reported attempted vehicle break-ins in the area near the post office during the past several weeks. In both cases, the suspect used a slim jimmy-bar to try to force entry into the vehicles in the early hours of the morning (both were pick-up trucks with campers). In both cases, when confronted by the dwellers, the suspect rapidly fled. Both witnesses agree that the suspect had a youthful and clean-shaven appearance (high school or college age), was white, and was wearing a tight-fitting knit sweater.

It goes without saying but we encourage anyone who sees someone breaking into a vehicle to please call the police immediately. Home owner, renter, or vehicle dweller, no one should be subjected to this. Keep Ballard Friendly for all.

Urban Rest Stop Gets Push Back from Ballardites

MyBallard.com is reporting that the proposed Homeless Urban Rest Stop received a lot of push back from residents at a meeting last night. We can't thank Ballardites enough for finally standing up for our community. It is our position that a Homeless Urban Rest Stop is a much needed thing but feel that it, and other homeless facilities, should be located in industrial areas with good public transportation, not in residential and shopping cores. Thanks again Ballard!

Permanent Tent City Targeting Magnolia not Ballard

The latest info we've found is that the committee looking for a home for the new Permanent Tent City is focusing on Magnolia not Ballard. This is a relief for our already saturated community but with a host of facilities geared toward the homeless already being planned for Ballard, the closer Magnolia option (next to Red Mill Burger) is still just a very short bus ride away and we could still see a huge increase in vagrants in Ballard if that location is selected.

Will New Permanent Homeless Camp Be in Ballard?

The Seattle Times is reporting that the Mayor wants a new, permanent homeless camp on City property. This peaked our interest, especially since the story states that Rick Friedhoff is on the Mayor's panel on encampments. The panel will have a part in deciding where the new camp should be located.

For those who don't know, Rick Friedhoff is the director of the Compass Center, an organization who will be moving their downtown homeless shelter to Ballard under the name Urness House. So, with the new Urness House homeless shelter and its services, the Food Bank, and yet a second homeless shelter proposed for Ballard, it wouldn't be surprising if Friedhoff and his panel are looking at Ballard locations for this new permanent homeless camp.

Stay tuned as Ballard may be even more of a haven for the homeless than any of us had even imagined.

We have received reports of very aggressive panhandling going on at the Shell Station on the corner of 15th and Market. So far no one has been physically assaulted but patrons report that these vagrants are more aggressive than usual. In one case the attendant was well aware of the confrontation and elected to do nothing about it. We would advise you to avoid filling up at the Shell Station on 15th and Market until they have made the environment safer.

Low income housing to follow homeless shelter?

Not sure if everyone has heard, but the vacant property on 57th street is in the process of being purchased by the LIHI (Low Income Housing Institute) of Seattle. They are proposing to build a low income apartment building on that land.

There is a meeting with the developer being held next Wednesday, October 13th at 7pm at the Ballard Public Library down the street. I would like to invite you all to attend and ask any questions you may have. There is also a low income project being built soon on 56th next to the Kinkos, and we are in a fairly dense area for these types of developments. Regardless of how you feel about this project next door, I would encourage everyone to attend to make sure that we get our voices heard as local property owners.

Homeless Shelter in Ballard a Reality Now

Myballard.com has reported that the City of Seattle has green lighted the Urness House homeless shelter to be built in Ballard. For good or bad, this will move many of the homeless people currently living in downtown Seattle to the Ballard area. In addition, the services offered at the facility will attract homeless people from all around making Ballard a desired destination for the homeless in the Puget Sound region.

Tires Slashed in Ballard

I live near the post office. We have lived here for years and for the first time our car has been vandalized. This morning, as I pulled out of my neighborhood, I realized I had a flat tire. Upon evaluation by the AAA guy and Les Schwab, it was clear (based on location and size of gash) that someone had slashed my tire! I was so peeved to have had to spend nearly two hours this morning getting it fixed so I could go to work. I'm really starting to get pissed off about all the crime and BS that has been on the rise in Ballard. How can I make a report or spread the word so others know? Perhaps we need to get on the neighborhood crime watch bandwagons.

We at Keep Ballard Friendly hope all Ballardites can band together to curb crime in our neighborhood. Continue to look out for each other.

Look out for Ballard boutique shoplifter

Saturday, September 25, at around noon a woman stole a ring from a boutique in Ballard. Here is her description:

- Middle aged, 50s
- About 5'6"
- Brown shoulder length hair
- Medium build
- Black sweater
- Brown skirt
- Dark colored purse

Unfortunately this is a very "normal" or "usual" looking person which will make it tough to identify her. But, we have been told that this is also a very common look for shoplifters as nicely dressed, middle aged women blend in and don't seem suspicious to employees.

Bottom line, keep your eyes open and report any suspicious behavior to shop employees so we can help Ballard businesses thrive.

RV Camping in Ballard - What's OK What's Not OK

Yesterday we received a message concerning the legality of RV Camping in Ballard. The viewer pointed to this City Ordinance...

SMC 11.72.070 Commercial and large size vehicles.

No person shall park a vehicle on any street or alley, except in a Manufacturing or Industrial Zone as defined in the Zoning Code of Seattle (Ordinance 86300 as amended) between the hours of midnight and six (6) a.m. if the vehicle is a truck and/or trailer or other conveyance which is over eighty (80) inches wide.

After calling around, and with some more helpful research by the viewer, to the best of our knowledge we were able to determine that there are many areas in Ballard where 80"+ wide RV overnight parking is not allowed. We recommend if you are concerned about a vehicle doing this in your neighborhood, that you call the Seattle Police and alert them to the violation.

RV dweller to face charges over sewage dumping in Venice California

While Ballardites continue to be frustrated over the Seattle's lack of ability to do anything about our RV dweller problem, a recent article in the Los Angeles Times show that we are not alone. Residents of Venice California have been dealing with this problem too and from the sounds of it, they are encountering just as many road blocks as we are.

It's beyond time for cities to take a responsible approach to this dangerous problem instead of shuffling it back and forth with no one claiming responsibility. We like to think we're progressive here in the Northwest, it's time Seattle backs up their rhetoric with actions that will fix this problem once and for all.

Troubles at Ballard QFC

We just received a report of troubles with vagrants at the Ballard QFC. There were at least 6 vagrants hanging out in and around the seating area and one was having a heated argument with the Starbucks barista and then the QFC manager. The individual having the argument is well known in the Ballard area, lives in his van, and has been witnessed being involved with various illegal activities in the neighborhood. Stay on alert when visiting this QFC and we'd recommend staying clear of the Southwest entrance by the Starbucks until the QFC management can deal with this ongoing problem.

This was submitted today from a frustrated Ballardite. Very well said. Although we've seen things improving over the past couple of months, we still have a long way to go and can't forget to be ever watchful and attentive to our neighborhood.

Ballard Neighborhood Safety Issues
Does it all boil down to one word?
"Enforcement!"

We read the post about all being calm and things being better, but as parents of a small child we would have to disagree. We've been taking mental notes and realize the list is growing.

Shopping carts, full of trash, are still being parked outside of the library, big groups of street people taking over the water park, all day, they are loud, use terrible language and act inappropriate.

The empty lot on the corner of NW Market and 15th Ave NW, where the Denny's was located, has a regular, daily, large group of transients, littering, drinking and who knows what else. The same issues for the empty lot next to the Ballard, Central Market.

Then there is the ever growing case of the illegally parked, public health & safety issues created by the junker vehicle campers. They have set up shop next to Fred Meyer, in addition to next to the lot by the Ballard Central Market. This is just a couple of locations completely out in the open.

The campers are full of trash and scary people who seem to do nothing more than drink and again, who knows what else. These are all issues of public health and safety. It is beyond us why this is allowed to continue.

The solution is simple, enforcement of laws, rules, regulations and ordinances already in place.

As for the case of campers, everyone needs to go online and report the vehicles as abandoned vehicles, parked more than 72 hours.

Buildings and lots that are empty, full of trash and graffiti can be reported on the online DPD form as a complaint. We have done this and it works. A good place to start reporting would be the giant eye sore lot across from Ballard Blocks.

If you see a group of drunks and transients littering, loitering and drinking CALL the non-emergency #.

Follow up on reports! Keep calling!
If not Ballard will be a ghetto.

A slender African American male with short hair and missing teeth rang our doorbell at 6am trying to tell me he was my neighbor and needed to borrow 13 bucks to pay the locksmith because he was locked out of his apartment and his wallet was locked inside. He said "I work at the Alfonzo Church, you can check me out". He was dressed respectively and seemed honest enough so I thought I would err on the side of kindness... and he hasn't come back. I've already left a message with the police because I could definitely identify him and this is a new scam. They have taken his description but I thought I would pass along the story in case he's going to try it multiple times, on different people. We are installing a security camera on to our house because my first thought was that he rang the doorbell thinking we weren't home and wanted to rob the house.

Nice, calm summer in Ballard

The vagrant problem has seemed to have thinned out as the warmer weather may be drawing them out of the city in into cool, forested parks. Ballard is indeed wonderful. He was wearing a bandana as a headband with a ball cap onto of that and had on light colored clothing. Keep your guard up and watch out for this dangerous individual.

I'm really enjoying seeing the updates about our parks. I'm convinced that 90% of this is because of you and your determination to make this place stay wonderful. By your addressing the problem, I believe that people are taking a more forward approach to fixing the issues, including loudly asking vagrants to leave (pretty effective, actually). Thank you for all that you're doing! I've noticed the change even as far as 17th. The vagrants that frequently hang out in front of the law-firm have started to hang out somewhere else for the time being... making the walk to 7-11 a lot more safe! (and for people that claim they are harmless... they obviously haven't witnessed the fights that happen regularly, or had their houses robbed by them)

Commons Park Overrun by... Kids?

The past 2 days in Ballard have been glorious. Sunny and warm! The weather also brought about a welcome surprise in the Ballard Commons Park. Parents and their children were actually out and enjoying the park and its water features in full force making for a festive, fun atmosphere. A huge improvement over the past couple of months when it seemed vagrants were destined to overtake the grounds. Great job Ballard in making the park a place we all can use and enjoy! Keep it up.

Republic Parking Lots Looking Good

Call Listing Agents to Report Trash

I'm writing in regards to the trash carts that are being left in front of the old Market Street Traders. A week ago, I called the Ewing and Clark phone number (206 441-7900) listed on the For Sale sign regarding the trash carts in front of their store. I spoke directly with the sales agent. I explained that I am a concerned Ballard resident and that I wanted to make him aware of the problem in front of the store. I told him that I would love to see this space sold but who would want to buy it with its current problems. The agent was very understanding and appreciative of the call. He said they've come once before with a dump truck to clear out the space and will do it again. I got the impression that he does not frequent the area so he doesn't know if there is a problem with this building unless it's reported. The space was cleared out one day later and it's been clean for over a week.

As I drove past today, the carts and trash are back. I encourage anyone to call the Ewing and Clark number (206 441-7900) to complain about this problem so we can keep the street cleaned up. It would be great to help get some of those empty spaces filled with new businesses.

Out of Business, Full Storefront

A viewer sent this in commenting "it's no wonder places in Ballard are going out of business with storefronts like this."

To be fair this storefront was always very clean when the shop was still in business but we've noticed many vacant shops have this type of debris in front of them.

Let's hope we can fill these shops with actual business and that the junk left in their doorways finds its way to the trash cans where they belong.

Graffiti in Ballard

With reports of the Ballard Community Center being tagged this week, we thought it time to address the issue on this blog. Quite simply, it's a horrible blight and needs to be stopped.

While living in Milan I saw first hand how out of hand a graffiti problem can become. Residents in that amazing, historic city became numbed to the vandalism as it grew and grew. After years of living in the environment, only newcomers "see" the tagging. For locals it becomes part of the landscape, and beautiful buildings and parks look like canvases of Middle School note books.

We urge Ballardites to report graffiti whenever they see it and to keep their eyes open to stop it from happening in the first place. Don't let graffiti become part of the canvas of Ballard.

Day 12 and Counting...

This camper, which many of you have written us about, has now been parked at this spot next to an elementary school playground for 12 days. We called and reported this to the Seattle Police Department last Friday (May 28) yet nothing to our knowledge has been done about it. Wonder what the record is for consecutive days without moving? We'll keep watch, and keep counting.

UPDATE: 6/9/10
17 days now. Seattle Police informed us that on Monday the 7th they gave the owner 72 hours to move. Unfortunately, SPD also told us that as long as the owner moves the vehicle, drives around the block, and reparks, he has another 72 hours in that spot.

First of all, big thanks for daring to take all the abuse - I'm sure you get vilified regularly for speaking out about what is happening to Ballard. Please know that you have a LOT of supporters.

Your post on Alcohol Impact Areas has sparked some related discussion over on the MyBallard blog (see the thread "Vagrants" if you haven't already). Do you know if anyone has looked into initiating this for Ballard? How would that happen?

I've lived in Ballard a long time, and yes, there have always been a few drunks here. But now things are different. More and more drunks, who are more aggressive, more in-your-face, and it's really had a terrible impact on Ballard. Many of us no longer feel comfortable going down to Market Street - the vagrants have really taken over. I had family visiting from out of town recently and they were shocked at what has happened - they said they didn't want to take their kids to the library any more when they come.

Getting Ballard designated as an Alcohol Impact Area seems like a good first step. Even if it only results in a minimal improvement directly, it would put Ballard "on the map" of problem areas, serve notice that we're not going to stand by and just let things deteriorate further, and - perhaps most important - it might even help shake some of our neighbors out of their denial, which I think is half the problem we're struggling with.

What do you think are our chances of getting this done?

From what we've understand, the Ballard Chamber of Commerce has been working on this issue with the City. We hope to have an update on progress soon.

There definitely seems to be a correlation between ease of buying cheap booze and the number of vagrants in a given area. The argument 'they just got moved out of Pioneer square' isn't too far from the truth. I am a business owner and have been working between 2-8 hrs a week for years in cleaning up and dealing with the vagrant problems here. Boy oh boy have I learned a lot over the years and have made some great progress ... the problems remain but with constant reporting and vigilance it has gotten better ... there is one thing more than any other I’ve come to learn is if you do not do any thing they well run you out ... but if one uses the tools of the city, that you have listed on your web site, they will move on.

Camping RV Next to Elementary School Again

A viewer sent in this photo of people camping in their RV next to an elementary school playground. We have alerted the school.

This is the same RV that was camped out for several 2 week stretches in the same spot earlier this year but the police were unable to do anything about it since the owners would drive around the block in the middle of the night and park in the same spot again.

We have also received reports from people in other parts of town that this same RV has camped next to other elementary schools. It is possible the owners simply feel elementary schools provide a safer environment but we still recommend keeping an eye on the situation.

A Peaceful March or Demonstration?

I would like to say that I am so glad that you are voicing what has needed to be said for quite some time now. We've emailed as well as called the mayor's office last week voicing our deep concern over the situation. In addition we called and emailed every council member in Seattle.

I'm just sick about what is happening to our community. It has to stop. The other day I went to the locks and there were about ten unsavory characters drinking a causing an uproar.

Vagrants are near our children and just two days ago one of them was in my yard with his backpack and up to no good. My dogs chased him away. God knows what he would have done if he had the chance.

Why don't we have a demonstration and a peaceful march to voice our great concern about all of this?

Good idea. Maybe if enough of us take a stand, we can cause change in Ballard's mentality toward the situation.

There will be a public meeting on Monday June 14 at Ballard High School regarding the proposed Compass Center Urness House Homeless Shelter. We encourage all who are concerned about this Ballard altering complex to come out and make your voice heard. Click for details.

- Located in the heart of Ballard next to Ballard Blossom and Sip n Ship
- 80 rooms with up to 2 chronically homeless people per room
- Level 1 and 2 sex offenders will be allowed to live at the Center

- Roughly 40 employees yet only 11 parking spaces provided for the the entire complex
- This will replace the current Shelter in downtown Seattle so all of those people will be coming here now. (which could be a big part of the reason the City has been for this development)

Bicycle Police Seen in Ballard

Many noticed the presence of the Seattle Bicycles Police in Ballard yesterday. It's great to see them in the neighborhood and what a great way to patrol the large Ballard business district.

Since budget cuts took away the Seattle Police foot patrol years ago, we've really needed an on street presence in the area. Old timers tell us of how nice it was to have the foot patrol be an integral part of the Ballard community. Merchants knew the officers by name, residents recognized them all over town, and the result was a much friendlier place.

We hope to see the Seattle Bicycle Police in Ballard more often as it really does help produce a safer and cleaner environment.

In Ballard Merchants Planning For a Fun Summer

The In Ballard Merchants Association had their summer Tuesdays in Ballard planning meeting last night and are planning some fun events for this summer in Ballard.

In the past the In Ballard Merchants Association has put on such great events as Dancing in the Park with DJ Vinny, Santa Photos at the Belltower, and Horse Drawn Hay Rides down Ballard Ave. Their events are fun and family friendly.

This summer's event ideas surround one geared toward adults with a pub crawl and concert and another geared toward families with lot's of kids activities and music. Should be fun. We thank the IBMA for their efforts in our neighborhood.

BURP Report: Great Event, Trouble Free!

Where's the bathroom?

Many don't know that there is a Honey Bucket public toilet located on Market Street across from the Majestic Bay Theater. It was put there to help stop people from going to the bathroom in bushes and on business walls.

Yesterday we witnessed a vagrant walk right past this unit, run across the street, and urinate in the bushes next to the Carnegie Building. Bizarre.

Not sure why going to the bathroom in the bushes is preferable to using a Honey Bucket but hopefully people in Ballard can help to get the word out that there is this option available for those who don't have access to a restroom.

Tent on Curb

A viewer sent us this photo of a tent that has been present for about a week or more on the sidewalk on 14th Avenue NW on the east side between the intersections of NW 51st Street and NW 52nd Street. Apparently the occupant has shopping carts and other piles of stuff (not essentials) stationed on 14th Avenue NW in the vicinity. The tent is up on the curb and about 12 inches from passing traffic.

Letter Regarding Compass Housing Urness House

The following is a letter sent to Seattle Mayor Mike McGinn, State Representative Reuven Carlyle, Councilperson Larry Phillips, and the Ballard Chamber of Commerce.

I am writing as a long time Ballard business owner, resident, and parent to voice my major concerns over the proposed Compass Housing Alliance Urness House in the heart of Ballard.

As a business owner, I am concerned that this 80 unit home for chronically homeless with two full floors of homeless services will bring hundreds of new vagrants to the heart of Ballard's business district each day, and the drug, crime and violence problems that accompany them. This will surely cripple Ballard's vibrant business community as the public will shy away from the new "dangerous and seedy" Ballard. It has also been reported that the Center will include only 11 parking spaces total for it's 80+ residents and 40 or so employees. This will make the already terrible parking situation in Ballard intolerable and further discourage patrons from visiting the business district.

As a resident, I am concerned for the safety of myself, my family and for my property. With such large numbers of vagrants flooding the area, it is inevitable that violent crime will go up and break ins will increase in the area. The proposed location is not only in the heart of the Ballard business district but also in the heart of residential Ballard. Whereas other such centers may have improved or stabilized run down neighborhoods, Ballard is a thriving community that is no need of stabilizing. The proposed center can only negatively effect our safety and environment.

As a parent, I am concerned that Compass will allow Level 1 and Level 2 sex offenders to be residents. This in spite of the fact that the center will be within blocks of 4 schools, the public library, many family parks, and daycare establishments. Allowing sex offenders to live and roam in a highly residential area growing daily with young families is a disaster waiting to happen.

In conclusion, allowing the Compass Housing Alliance Urness House in the heart of Ballard's business and residential district would be a dangerous and potentially disastrous decision. Whereas its services are needed in Seattle, the center should be located in an industrial area far from shops and homes. I urge each of you to do whatever is in your power to make sure this does not become the downfall of Ballard.

Danger Lurks in Ballard

Danger lurks in Ballard, and I am not talking about the transient that caused over a $100,000 in damage while lighting the Ballard bridge on fire last night.

The homeless shelter being built by the Compass housing Alliance in Ballard down the street from the Library and the Commons seems highly misguided. Nothing about this seems right. How can you introduce such a potentially dangerous situation into a safe/stable child friendly neighborhood with in ten blocks of 4 schools and not expect things to go drastically wrong. The Compass housing alliance will be bringing in persons city wide in efforts to create a housing with level 1 and 2 sex offenders, persons with alcohol and drug related problems, a possible methadone clinic (through an association with Evergreen Treatment Services) and of course the always popular, documented mentally unstable persons. Did I mention felons? They will not police their people including not restricting the number of people living in a unit. All this masked under the title of "Homeless Shelter".

Does anyone think this is a good move for our community? Yes we all want to help and to make our society a better place for all citizens but is it right to drop such an extreme situation into a neighborhood not able (or willing?) to support it mentally or safely?

Compass Homeless Shelter News

MyBallard.com has a new report regarding the Compass homeless shelter coming to Ballard. Sounds like some of Ballardites concerns are being addressed.

Unfortunately, a major concern still exists. Compass will only ban Level 3 sex offenders from their shelter meaning they will allow Level 1 and Level 2 sex offenders to live there. According to the King County web site, here are the levels:

Level 1: The vast majority of registered sex offenders are classified as Level 1 offenders. They are considered at low risk to re-offend. These individuals may be first time offenders and they usually know their victims.

Level 2 offenders have a moderate risk of re-offending. They generally have more than one victim and the abuse may be long term. These offenders usually groom their victims and may use threats to commit their crimes. These crimes may be predatory with the offender using a position of trust to commit their crimes. Typically these individuals do not appreciate the damage they have done to their victims.

Level 3 offenders are considered to have a high risk to re-offend. They usually have one or more victims and may have committed prior crimes of violence. They may not know their victim(s). The crime may show a manifest cruelty to the victim(s) and these offenders usually deny or minimize the crime. These offenders commonly have clear indications of a personality disorder.
Kidnapping: If the victim is a minor and not related to the offender then the offender is required to register for this offense.

Disclaimer: The sex offender level is determined by the law enforcement agency in which the sex offender resides. The King County Sheriff's Office is not responsible for the sex offender rating completed by another law enforcement agency. Ballard Trouble Spots Being Addressed

This came in today from a viewer who has been keeping an eye on several trouble spots. Good news!

I wanted to let you know that I've driven by that spot near the Last Resort Fire Station that had the encampment that I told you about a couple weeks ago. It is cleared out of people. There is only a bit of cardboard and trash left. It looks like the city got those folks to move along, for now.

I haven't noticed any transients at the Market St. and 15th Ave bus stop for the last few days I've driven by there. I think metro got alot of calls about that stop, which has seemed to help. I hope people continue to call in if more problems arise.

Dangerous Corner 15th and 56th

Ballard Preservation Association

We met this week with the Ballard Preservation Association. The Ballard Preservation Association is a group of Ballard business owners dedicated to promoting a safe and heathy Ballard. The meeting went very well and we have many goals in common for the community.

Currently the Ballard Preservation Association is working on gathering information regarding the new Compass Center development and has said that they will keep us up to date on their findings.

As we grow, we are continuing to connect with various Ballard organizations and syncing up to work toward a better and friendlier Ballard.

Ballard Food Bank Helping Ballard

We had a very good meeting with the director of the Ballard Food Bank yesterday. It was good to confirm what we had been told, that the Ballard Food Bank is NOT the root of the problems Ballard is currently facing. Instead, they are doing everything they can to help keep Ballard safe and friendly.

It was pointed out that the Ballard Food Bank has very strict behavior codes in place and that a huge majority of the people using their services are Ballard families and individuals that are simply trying to better their situations.

The problems of public drunkenness, public urinating, fights, etc. by certain individuals in Ballard was discussed and we were told that, for the most part, none of those individuals have anything at all to do with the Ballard Food Bank. They do not use the services because of the strict behavior codes.

We would encourage Ballardites who want to help the homeless, to donate to the Ballard Food Bank rather than give hand outs to individuals panhandling on the streets. The act will be far more productive in improving the lives of all individuals in our neighborhood.

Comment on the Compass Center

Comment to the City on the Compass Center 80 Unit Complex

MyBallard.com has reported that the public can comment to the City on the new Compass Housing Alliance (formerly Compass Center). The Compass Housing Alliance plans on putting in an 80 unit high rise for low income and previously homeless people in the heart of Ballard behind the Sip n Ship. There is much debate on whether this will be a good thing or simply bring more trouble to Ballard.

Major points of concern for us are that it is our understanding that the Compass Housing Alliance will not be equipped to screen for sex offenders (this will be near several elementary schools and daycare centers). And that they will not prevent people in these single unit apartments from having others live with them so there could be 2, 3, 4 etc. people all living in one room with only the leaser on record with the complex. This could mean not 80, but 200-300 previously homeless people all bunched into one small residential area without inadequate services.

We have contacted the Compass Housing Alliance for their comments on these concerns but they have not responded.

Letter From the City Librarian

We recently contacted Susan Hildreth, the City Librarian, to get her comments on the ongoing problems at the Ballard Public Library. Ms. Hildreth was very kind to respond. Below is her letter to us.

Thank you for contacting me regarding conditions at the Ballard Branch. I care very much about the efforts of Keep Ballard Friendly to make Ballard a better and friendlier place. I appreciate you giving me the opportunity to share how the Library handles problem behaviors at the branch, as well as all Library buildings.

The Seattle Public Library strives to be welcoming to anyone who wants to use our resources, no matter what their age, background or income, provided they follow our Rules of Conduct.

The rules establish an expectation of comfort and safety in our buildings, which is why the rules prohibit, for example, drug possession, having offensive body odor, or fighting.

I am aware of how the branch has been impacted by economic, health and human service issues in the neighborhood, such as the increasing number of transient people, the lack of public restrooms, a nearby free meal program and limited police presence around the building.

Although we cannot enforce of Rules of Conduct in the entryway or inside the Neighborhood Service Center, our Rules of Conduct set a high standard for civil behavior and our staff members enforce them in our building. Any patron who observes a patron behaving in violation of the rules on Library property should inform a branch staff member and it will be addressed. The rules are posted in the building.

I have also enhanced Library security presence at the Ballard Branch. Since January, Library security staff members have made 51 visits totaling 88 hours to the Ballard Branch, which represents nearly 50 percent of the total number of visits and 60 percent of the total time spent at all north end branches.

In addition to enforcing our rules, and increasing security efforts, we are committed to working with other agencies in the area to ensure all residents feel comfortable and safe accessing local resources and services.

Problems at 15th and Market Bus Stop

I have seen several transients at the metro stop at 15th Ave NW and Market St for several weeks now. It is usually one man in a wheelchair as well as others. I saw them publically drinking today, so I called SPD. I've called Metro security. Why is Metro continuing to allow these people to encamp in their bus shelter? What can be done?

This used to be my regular bus stop. I'm glad I don't have to catch a bus here, but what about the people who do?

Can you publish the metro bus security phone number so people can complain?

Seattle Police Patrols a Welcome Sight

We've been getting reports that more and more of you are seeing an increased Seattle Police presence in Ballard. We've seen officers around the Ballard business district numerous times in the past week, patrolling, taking a lunch break, etc. Great to see!

We've even noticed the SPD monitoring several of the problem areas around the Ballard Public Library which is very welcome and appreciated.

Are We Making A Difference? Yes.

This was sent to us today. It shows trash and belongings in the doorway of a boutique on Ballard Ave. The person who sent this, obviously frustrated at the state of things on Ballard streets, asked if what we're doing is making a difference or if it is simply a lost cause.

Although it may seem to Ballardites that things are not improving we have been very happy with the progress thus far. We've got the attention of Councilmembers, and even people at the State level. We've been able to get our message out via KOMO4 TV and Q13, and have noticed an increase in Police patrols in the neighborhood. We've even seen Safeway agree to pick up their carts, even if they contain trash and belongings (something they initially would not do).

Although it may not seem so on the surface, things are in motion behind the scene that bring us ever closer to a better, cleaner, and yes friendlier Ballard. Keep on sending us your stories and photos!

Viewer Letter to the City Librarian

Ms. Hildreth,

I am e-mailing you to make you aware of an ongoing and disturbing problem involving certain persons using the Ballard branch library.

A couple of weeks ago, I was at the Ballard branch library reading books to my child. My spouse was walking on the sidewalk on the North side of the building towards the main entrance. When we met up in the childrens' section my spouse described a disturbing incident witnessed at the Internet computer area.

Not to ramble on, but a man was viewing porn on one of the library computers. The man had his back to the window, but the computer screen was in full view of anyone walking by the library on the sidewalk.

The man had left the library before we were able to alert the librarians.

I'm all about free speech and not censoring, but come on, why are people being allowed to view pornography in a public library, 10 feet away from young children and in full view of anyone walking along the sidewalk?

I hope a solution to the problem will be found soon. Until then, neither I nor my family will be anywhere near the Ballard branch.

I am sad it has come to this, but I have to protect my child.

Carts Gone but Trash Remains

These carts had been on the corner of 24th and Market since at least Monday. It started with one in front of the new Market Arms Pub, then two, three, and then the bunch was moved over in front of the Spirit gas station.

There is a homeless encampment on 51st St NW, across the street from the Last Resort Fire Station. I've noticed it for the last few weeks. There is a big white big rig truck container sort of thing that has been left in an empty lot. There are several transients who have set up a camp underneath this container. I called the number on your website to report the encampment. They said they will try to figure out who owns the empty lot and container thing, and then ask the owner to clean up the area. We'll see how long it takes to clean this area up.

More Trouble at the Ballard Library

We just received a report from a parent who was with their child waiting for the Ballard Library to open when a deranged individual started screaming racial insults at the them. When the child began to cry the deranged individual told the parent to make their child "shut up". The parent left the library and informed us, "I guess I'll be discontinuing our daily walks around Ballard as well until it seems like a friendlier place."

Is this really the Ballard we want? Really?

Do Clean Sidewalks = Better Behavior?

We recently received a message from a viewer from Europe who commented on how dirty our Ballard sidewalks were when he was here. The viewer commented that this could be one of the contributing factors to poor behavior in the neighborhood. Basically, if there is trash all over the ground, people don't consider the place nice and thus are more apt to treat it poorly.

We thought this was an interesting comment and worthy of discussion. It is true that in many cities in Europe (like the shot above of a sidewalk in Venice), merchants are diligent in keeping the space in front of their shops clean. Washing and scrubbing them each morning before opening. Is this even possible here in Ballard? Do merchants have access to hoses and water? If so, is it even legal for them to wash sidewalks given environmental and safety concerns?

It would be great if we all (merchants and public) took a hand in keeping our streets just a little cleaner. It couldn't hurt Ballard's atmosphere.

Update on Safeway Carts

We received this today from a viewer who has been doing a lot of great work in trying to find a solution to the shopping cart situation

I got a phone message today from the Regional Manager of Safeway!! He was responding to the comment that I left on the www.Safeway.com website about the shopping carts in Ballard. He said that he spoke with their shopping cart recovery company about the abandoned cart problems. He also spoke with the Ballard Safeway to ask them to be more vigilant about watching where their carts go. He said that the recovery company WILL pick up abandoned carts that have trash in them, as long as no one is with the cart. He said that for safety reasons, they will not approach a person who has a Safeway cart in order to retrieve it. But if it's been left on the street even if it has stuff in it, he said that the cart will be picked up. He acknowledged that the carts are Safeway's property and responsibility.

This has not been happening in the past, so it will be interesting to see if the company will actually follow through. I hope people will continue to call (866) 539-2278 when they see abandoned Safeway shopping carts. It always goes to voicemail, so you're suppose to leave a message.

And it looks like leaving a comment on the www.Safeway.com comment section actually goes somewhere. Ballard Library Problems - Contact Info

This is a message we received with some really good info on who to contact regarding library issues.

A couple of months ago, myballard.com did a piece on the sad state of the Ballard library. People were complaining that the branch librarians often feel helpless when it comes to dealing with all of the problems there. They encouraged people to contact the library manager for Seattle Public Libraries to let her know about the problems that we're experiencing. I emailed Susan Hildreth, City Librarian, with many of the same complaints that I read on your website today (4/7). I didn't expect any response, but she wrote me a lengthy personal email the next day.

I encourage people who have frustrations to contact Susan Hildreth, the City Librarian at Seattle Public Libraries at city.librarian@spl.org or 206-386-4147.

I know some improvements have been made like the locking of the bathrooms. However, there are still several regular transients hanging around the entrance all day long, taking up the metal seats outside the library, asleep in the library, etc. For this reason, we now go to the Greenwood and Broadview library instead. I think we need to continue to report what we're seeing at the library and elsewhere around Ballard. I want to be able to take my children to the library, the water splash park, and shop in the stores like I use to be able to do. Sadly, I am also one who isn't going down to Ballard anymore.

Letter From Frustrated Ballardite

Below is an excerpt from a letter we received from a very frustrated Ballardite. We've edited it to protect the writer's anonymity. This is similar to many letters we've been receiving over the past month...

We moved to Ballard in 19xx. I knew that Market Street wouldn't stay the same forever but I never imagined it would become a haven for vagrants and an unsafe, unsanitary and unappealing place for me to bring my kids. We helped pay for the new library and parks with donations, votes and tax dollars, we do not use them anymore.

Last summer we went to the Library with our chiildren. Outside the library there were so many vagrants that the children couldn't try out the cool bouncy metal chairs that they loved. They needed to use the restroom but the bathroom had drunk vagrants in it. The library folks showed us the family room which was great. The library iteslf stank. It was disgusting. We finished up quickly and I did not look for any books for myself.

I used to leave the kids reading in the corner windows and browse for a book in other sections. No way, not anymore. 8 vagrants sprawled across the library, stinking and their backpacks everywhere.

Then we went to the park to play in the water. There were no benches available to sit on and have snack most of them were taken up by adult males with large backpacks talking loudly and some had their clothes spread across the benches. I watched a man urinate and watched a man lying in the grass with his hands down his pants. Where the hell am I, I thought? I looked around, there were parents with small kids everywhere, skate boarders, couples picnicking and these vagrants who were just not acting like positive members of society.

That was it for me. I used to spend a good deal of time and money in Ballard. But until it changes dramatically, and some one tells me about it, I won't be back. I'm sure the amount of money that I spend doesn't add up to making or breaking a business but if I had a dollar for everyone who has told me they don't go to Ballard anymore because of the vagrants I would have a tidy some.

On the March 22 KOMO4 newscast, the newscaster said that Ballard businesses were wary of seeming "anti-homeless" - seriously? I am hoping that is just news BS because, seriously? Are there people who are 'pro-homeless' because that seems kind of ridiculous. We are not talking about Homelessness with a capital H. We are talking about 20-40 vagrants who are chasing people, families and consumers away from your business. hello. This is BAD for you.

So Ballard business wake up and do something soon or you will not recover economically. It takes years to beat a bad reputation and Ballard has one.
I would love to feel comfortable to hang out in Ballard again but things need to change. Get on it.

Vehicle Burned in Ballard

This was sent to us by a viewer. The viewer said that the vehicle had been "parked at this spot for months and was filled with debris." It's uncertain what happened and fortunately the fire did not spread to surrounding apartments. Anyone with information regarding this incident is encouraged to call the Seattle Police.

Could San Diego Model Work?

A reader from San Diego sent this to us. Very interesting. It involves a highly successful homeless village in San Diego (St. Vincent de Paul Village). The reader told us that this San Diego village, unlike Ballard's soon to be built and highly controversial Compass Center, is:

A. Located in an industrial part of town that's easy to access yet far from residential neighborhoods and shops. (Compass will be in the heart of a residential and shopping district)

B. Is complete with many services and facilities to help the homeless. (From what we've been told, Compass can not provide many important services)

Looking into this model could provide Ballard with a much needed resource while not adversely affecting residential neighborhoods and public opinion toward the homeless.

Non-Emergency Number Working!

We just had to call the (206) 625-5011, 2, 8 number twice. First to report a belligerent man who was screaming at people waiting for the bus on Market Street, in a few cases approaching them and yelling in their faces. Next, to report that the man had boarded a bus heading toward downtown.

In both cases we got right through (using the 2, then 8, system) and the operators were very helpful. They also mentioned that they had received a number of calls regarding this incident. Thanks to the operators and to fellow Ballardites on this one. We hope the man was able to calm down and that there were no further issues while he was on the bus.

After a long night and morning of researching the non-emergency number, we have figured out the best way to use this complicated number. When calling to report non-emergency issues:

1. Dial (206) 625-5011
2. Press 2 and wait for the prompt
3. Then press 8

This will get you a dispatch operator. Note that the operator might say it's 911 but it isn't the emergency 911 so stay on the line and report the problem.

We know this is not the most user-friendly system and have alerted the Mayor's Office and the Chief of Police's Office to let them know of our frustration. In the meantime, continue to call to report problems and let's hope our frustrations will result in a better system for all.

Seattle Non-Emergency Number Not So Friendly

Many of you have informed us that calling the Seattle non-emergency line is very frustrating. Enough of you have complained that we have decided to remove that number from our header and simply direct residents to call one of the other numbers we list. This is very unfortunate as it only makes it more difficult for citizens to let the City know of issues. Below is the complaint letter we sent to the City of Seattle this afternoon regarding the issue:

Our group, Keep Ballard Friendly, has been trying to encourage Ballardites to call when they see unsafe behavior or environments. Not wanting to tie up the 911 line when these situations are not an emergency, we have instructed people to call the non-emergency line at (206) 625-5011.

The problem is the process when calling that line is so convoluted and time consuming many are simply hanging up in frustration. We were told of a 311 line but understand that is not set up to deal with non-emergency complaints at this time.

We would encourage the City to make available a number that citizens could call to report unsafe behavior and environments in a timely and efficient manner. Thank you for your consideration.

Cleaning up Shopping Carts

This came to us today from a viewer. Good info for cleaning up shopping carts. Unfortunately it won't help clean up carts like the one above since Safeway will not pick up carts that have trash or belongings in them...

Safeway gave me the phone number of their shopping cart recovery service so I can call when I see carts. They will pick up empty SAFEWAY carts, but not ones with trash. They pick up the carts usually the same day, so it's a good service. You need to have the address where the cart is located. If you could post this number on your site, then people can call the carts in. 1-866-539-2278

When I called in some trash filled Safeway carts, they said that they recovery service won't pick up trash filled carts. When I told them that the carts belong to their store and they should be retrieving them, they said they didn't know what to do. They gave me the regional manager's phone number to lodge a complaint and to see if something can be done to get them to recover their shopping carts. I called this person and they were unaware of the problem, so they appreciated the information. They are located on the Eastside so it was obvious that management doesn't know what were dealing with in Ballard. I think that they need to hear from more Ballard residents that it is a big problem. When I've called other stores like QFC, Petco and Value Village to ask them to pick up stray carts, they are usually pretty good about this. You have to ask for a store manager to talk to though.

Ballard P-Patch: Can it work?

A viewer sent us this regarding the Ballard P-Patch on 14th Avenue NW and NW 54th Street. The viewer comments that people hanging out at the p-patch are involved in drunken fights, consume beer in the patch, and leave their cans and waste tangled amongst the plantings. Not a place where one feels safe planting and, given what's being dropped on the plantings, not a garden you'd like to eat from either.

Since many people, including the homeless, might actually consume fresh vegetables from this community garden, we'd hope those responsible for its unsanitary conditions and overall dangerous atmosphere would cease destroying a positive space in Ballard.

Thanks to a great suggestion from Seattle City Councilmember Larry Phillips, we've now included the phone number for people to call to get help for the homeless 206-461-3200 in our phone number list.

Additionally, in an effort to further refine our campaign and make it as helpful and useful as possible, we asked Heroes for the Homeless to look over our plan and give us their feedback.

Increased Police and Security Presence?

We've received a lot of messages this week from people who've notice what is perceived as an increase police and Ballard Library Security presence in Ballard. This is great. While we would like to think it is due to all of you calling in and letting the authorities know about problems, we can't be sure if this is a case of actual increased patrols or simply of all of us becoming more aware of our surroundings. Regardless, the safer we feel in Ballard, the better Ballard will be.

And remember, being a police officer or security guard can be a very difficult and, at times, thankless job so when you see those who are keeping our neighborhood more friendly, we'd encourage you to thank them for being here.

More Trash on Streets and in Parks

Unfortunately the trash carts continue to multiply. The photo above was sent to us from a viewer. It's the first time we've seen a group of carts this large.

In addition we've noticed that a trash cart has resurfaced in Bergen Place.

Again, it is our understanding that if on private property, the owner of the property has the right to throw away (albeit on their dime). If, however, these are on public property (like the park or sidewalk) the City must go through many hoops to get them removed.

Note: Regarding the term "trash cart" we are referring to carts that primarily contain actual trash, waste items. The carts containing actual belongings like blankets, sleeping bags useful clothing, etc. are very rare.

Unsafe Conditions in Ballard Parking Lot

This was sent to us recently by a person who has seen an increase in unsafe behavior in certain areas of the Seattle neighborhood of Ballard. This individual has witnessed groups of people drinking alcohol, making rude comments to passers by, urinating and defecating, and in general creating a dangerous environment for themselves and the public in this parking lot. The individual has on more than one occasion had to call 911 to get emergency help for people in these groups who have passed out and are unresponsive.

Trash Cart Information

We received some further info regarding the trash carts plaguing Ballard. From most accounts these are the work of one individual who collects mostly trash, fills the carts, and then leaves them scattered throughout the neighborhood.

While there are laws against stealing these carts those laws are tough to enforce unless one is seen in the act. As for cleaning up, there is good and bad news.

Good news is that if these are left on private property, the owners can dispose of them (although the owner would incur possible dumping and transporting costs). The bad news is if these are left on City property, the City must go through several steps before removing them (this is to avoid lawsuits for dumping someones belongings).

So, unfortunately there is no quick fix for this. We can only continue to call and report the locations of these carts and hope that the individual responsible for this can get help and cease to collect and deposit them.

Interesting Camping Stats for Ballard

This was sent to us by a Ballard resident who has been following the vehicle camping issues effecting the Seattle neighborhood of Ballard for quite some time. Very detailed stats, lot's of hard work. The individual tells us these are as "factual as possible".

The shear numbers make it obvious to us that the City should address this issue. Is the answer setting aside space for a proper camp grounds with facilities? Should these vehicles at the very least registered as camping vehicles as is done in a majority of other major US cities? We would imagine living in ones vehicle is not the preferred situation for a majority of these people. What can be done to help?

Ballard Area Vehicle/RV Camping Numbers - February 2010

Statistics as of February 28, 2010.

These number are much more forgiving than March 2010's report, removing several vehicles. The numbers seem to be down from last month; 74 this month; 99 last month.

The following is a count of the Ballard area presumed inhabited vehicles. This includes areas generally south of NW 65th Street, west of 5th Avenue NW, east of 15th Avenue NW, the area around the old Hyundai dealership, down to Salmon Bay. These statistics includes enclaves of 14th Avenue NW Median, Ballard Industrial Area, Ballard Industrial Area (West), Department of Social and Health Services, Goodwill / 8th Avenue NW, NW Leary Way, Safeway, Seattle City Light, and Sunset Bowl / Ballard Market.

This number includes a total of 74 presumed inhabited vehicles.

• 1 on NW 61st (residential); 5 in the 14th Avenue NW Median; 19 in the Ballard Industrial Area (east of 15th Avenue NW); 3 in the Ballard Industrial Area (west of 15th Avenue NW); 7 near Department of Social and Health Services building; 1 in and around Fred Meyer; 1 at Gilman Playground; 5 near and along Goodwill / 8th Avenue NW; 1 on NW Market; 5 near Safeway Ballard, 15 around Seattle City Light; 11 around Sunset Bowl / Ballard Market (although many missing this week).
• 3 Two-Door Cars; 8 Campers; 1 Commercial Truck; 6 Mini-Vans; 29 Motor Homes; 1 School Bus; 1 Station Wagon; 1 SUV; 2 Pickup Trucks; 9 Pickup Truck with Campers; 13 Vans
• 28 of them are clearly hoarding junk and garbage (cannot see inside RVs)
• 1 has out-of-state plates
• Public records show that at least 3 persons own multiple vehicles (i.e., the Sunset Bowl group of 5 vehicles are actually registered to just 2 people)

Some additional interesting facts to note (public record):

• One individual, has incurred 130 plus city citations; another individual, has incurred 48 plus city citations
• With the recent demolition of Sunset Bowl, camping seems to be down in that area.
• Public records show that at least 3 persons own multiple vehicles (i.e., 3 vehicles are registered to one people). This means that there may actually be less people than vehicles.
• A sampling of these vehicles show just about all of them have multiple 72 hour infractions. No surprise.
• A sampling of these vehicles show that many of them have been cited for driving without valid license, driving with a revoked license, and driving without motor vehicle insurance.
• Several have been cited in the past for DUI
• A smaller percentage do indeed have criminal records, such as theft, assault, and property destruction; one individual has a record of auto theft; nothing worse than that from what records can tell.
• One individual, a presumed car farmer, has incurred 213 plus city citations (car farmer, not included in these stats).

Questions for Compass Center

This was sent to us from a Ballard mother of 2 young children with questions regarding the Compass Center.

As a mother of 2 young kids, I am concerned about the new "post" homeless shelter that is supposed to be built behind FedEx-Kinkos in what is a business, but also heavily residential area. I understand the theory that if you provide a safe place and services for homeless they will turn their lives around. My concern is with the group who is running it.

It is the same group that was running a homeless shelter out of the church by Salmon Bay Park? They eventually had to close because they refused to screen for sex offenders. Are they going to be screening at the new shelter? While there are a lot of homeless that are down on their luck or mentally ill, there is a huge percentage that are registered sex offenders. It is very difficult for sex offenders to get jobs because employers are skittish about hiring them. There are constraints about how close they can live to schools, etc. (This new shelter is within a mile of 4 elementary schools.) Is the shelter going to be open to them 24 hours a day or will they be forced to leave at 7am and return at 8pm (as is the case with other shelters)? Where are they going to go during the day? Is this another 80 homeless walking the streets of Ballard?

Troubles at the Library

This account was sent to us today by a woman who had a bad experience at Seattle's Ballard Public Library.

"I was at the Ballard Library on Wednesday (March 17, 2010) and had a very scary experience. I parked in the garage and was heading toward the steps when a group of men who smelled of alcohol started yelling at me saying they hated the library and that I shouldn't go in there. They remained seated and fortunately I was able to pass without further incident. It really got to me though. How this is considered to be ok behavior by people in Ballard is baffling. Keep up the good work of getting the word out. This shouldn't be happening in Ballard."

This was sent to us by a man who also had a problem at the Library.

We went to Ballard on Tuesday afternoon (March 16, 2010) to run some errands and we noted the number of homeless people in the area - it was striking. We went to the library and passed through a gauntlet of people hanging out. Next we went into the library and the stench of the unwashed was overwhelming and that is coming from someone with a sinus infection - this was generally not my experience with the new library, but on Tuesday it was full of homeless. We then ran errands in the Ballard Ave/22nd/Market St area and continuously crossed paths with homeless people some of whom were clearly intoxicated by something.

Why have the numbers hanging out in Ballard multiplied so dramatically? I would really like to know that.

Are the police on board? If you report someone urinating in public, do the police really care?

Business owners also have to step it up a notch I think. In Europe, owners of businesses start the day by sweeping and washing down the sidewalk in front of their stores. I was always impressed with that. It sends a message that the owner cares not just about the business, but the street as a whole.

The camped vehicle problem is completely out of hand and I have no idea why the police don't clamp down hard. The mind boggles at the sanitation issues. Most of all, just who exactly is living in these vehicles?

This is a big deal - I'm glad people are reacting. Look at Pioneer Square.

Homeless, Transient or Vagrant?

A good point was brought to our attention yesterday... is "homeless person" the best term to use in our documentation? After all, there are many homeless people in our area that are working hard to better their situations and are not part of the problems we're seeing here in Ballard. The terms Transient and Vagrant were thrown out there as possible alternatives. What is your opinion? Which of the three terms best fits the problems we're trying to call attention to?

Homeless:
Persons who lack permanent housing.

Transient:
Person or thing that is transient, esp. a temporary guest, boarder, laborer, or the like.

Vagrant:
Person who wanders about idly and has no permanent home or employment; vagabond; tramp. An idle person without visible means of support, as a tramp or beggar.

Interesting Day

Wow, what a whirlwind day. Things have exploded since we were featured on MyBallard.com. Lot's of stuff is being said. We hope to clear up some things:

1. We are not anti-homeless
Contrary to what some are claimning, we are not advocating rounding up all the homeless and shipping them out of Ballard. We're simply looking for answers for how all people in Ballard (poor, middle class, and rich) can live comfortably together.

2. We don't have the answers
If we had the answers to Ballard's problems, we would work on trying to implement those solutions. But, we don't so we're simply trying to give people an avenue with which to call attention to the problem so that everyone can work together to try and figure out solutions.

3. We are not part of Mars Hill Church
Some have speculated that we are part of Mars Hill Church. This is untrue. We do not know anyone at or associated with the church.

4. We are not part of any existing organization
Although we discussed and had input on this plan from members of the Ballard Chamber of Commerce, the In Ballard Merchants Association, the Seattle Police Department, and the Assistant City Attorney, none of those organizations are affiliated with this campaign.

5. Who we are
We are a group of concerned, long-time Ballard residents. Our spokesperson is Hovie Hawk and he can be reached at ballard@keepballardfriendly.org

There must be a better way

This man has been sleeping at 2036 NW 56th St next to the Ballard Public Library for the past three nights. He picks up his things and usually moves out by 9:30 each day but returns in the evenings. We've contact the City to see if there is anything they can do to help this man, and help the business owner who may have to deal with this every morning. There must be a better, safer, cleaner place for the homeless to sleep in our city.

Meeting with Seattle Police

We had a great meeting today with Seattle Police Officer Devlin Haag of the Community Police Team. He was very helpful, giving his insight to many of the problems we are facing here in Ballard. We went through the various problems areas and discussed ways that we can work together to improve the situations. He also explained in detail what the police can and can not legally do to help us.

We're very thankful to Officer Haag for his time and for what he and his fellow officers are doing here. It's a tough job and we're confident the Seattle Police are doing all that they legally can to help.

The truth of the matter is, if Ballardites desire a true change, much of the change will have to come through legislation that will allow the police to better protect us. The way to affect legislation is to call, write, let your voices be heard.

Meeting with City

Yesterday we met and presented our plan to the Assistant City Attorney Edward McKenna. It was a very good meeting and Attorney McKenna gave us many things to consider in building our program. One of the best suggestions was to directly involve the Seattle police and get their input so that our program can work with what they are already doing. We have contacted the police and are waiting to hear back from them. So, things are progressing and little by little we're doing what we can to better the great Seattle neighborhood of Ballard.
